The cambelt doesn't NEED to be changed at the same time. But the garage already has all the front end open, so not changing it is saving a minimal sum.
Basically, they've got to take the old belt off to do the waterpump. So putting the old belt back on is a bit silly, considering there should be no additional labour charge compared to fitting a new one.
At the same time, you'd be best asking the garage if they are changing tensioners, rollers, etc. Again, you don't HAVE to, but it's a lot more wise if they are doing those at the same time.
