Purple is fibre optic cable. M1 has it installed along the top of the new concrete central reservation for hard shoulder running control system.

Gantrys over the top of the motorway changing the speed limits depending on the condition to try and improve the flow of traffic.

Managed Motorway System (MMS) / Active Traffic Management (ATM) are some of the other names, as above with variable speed limits and possible All Lanes Running (ALR) / Hard Shoulder Running (HSR) to effectively "widen" the motorway at peak periods.

It seems to work well on the M42 and M6 in the Midlands but it can't perform miracles.
