Wouldn't start in what way? Does the engine turn over but no fuel getting to the injectors? That's the common fault with the Tdci - leaky fuel pipe around the priming bulb or at the back of the injectors, letting air in so that the fuel runs back to the tank whilst parked. It's usually caused by a pipe vibrating becuse Ford don't fasten them down properly. Fix the leak and fasten everything down with tie-wraps and there's no further problem.

Or, will the engine not turn because the immobiliser is being held on by the faulty unit? If this, then dig the unit out of the dash (and they don't make it easy) and check all the wiring connectors before considering the unit to be duff. Sometimes seemingly expensive faults are caused by simple things.
