I need to move a car that runs and the breaks and lights work but it isn't taxed or insured. Are there any legal issues with this?

The tow car will be taxed insured and MOT'd.

If the wheels of the car being towed are on the road then you need insurance, road tax and a valid MOT. (Unless being taken to pre-booked MOT)

Otherwise it has to be a flat bed.
