Why must I pay after my brakes were damaged during an MoT test?

A garage is trying to rip me off. I took my car in for a service and MOT, but when it came back it couldn't be driven because the handbrake was stuck on. I was told that the brakes had come apart and it had to go back to them to be fixed. They want more money because I think the brake shoes came off. They now want £60 plus vat and I have already paid £380.

What can you prove against the garage? If the brakes came apart while being correctly tested then you are in the same boat as the owner of a diesel-engined car whose timing belt came off when the engine was revved to the limiter for its smoke test. These failures are deemed to be the owner's responsibility for submitting the car for its MoT in poor condition.
