How do I turn the passenger side airbag off while I have a child seat in the front seat of my 2000 Vauxhall Vectra LS?

If it has a keyswitch, use that. If it doesn't, you can't switch it off and will have to put a rear-facing baby seat in the back. If this is a forward-facing child seat, and the child is the right age, it's okay to leave the airbag on, but move the seat back as far away from it as you can. That is actually safer than switching it off.
