Why are my Volkswagen Polo's headlights constantly on?

I have had the seal replaced on the driver's door electric window on my three-month-old new Polo SEL. A week or so after that, I noticed that whenever I drive I now get the headlights on as well as the running lights. This is not how it was when the car was delivered, but the dealer says he can find no fault and can not switch back to just the running lights. Is there anything that can be done?

This is very peculiar, but if true then the dealer is obliged to fix the car.
