How can I get an owner's handbook for a Citroen Berlingo Multispace out of the selling dealer?

In May I bought a 2009 Citroen Berlingo Multispace. On the day I collected the car, I noticed that the owner's handbook was missing. The salesman said he would sort one out for me and be in touch. Despite several unreturned phone calls to him I'm still waiting. I've even spoken to the dealer's parts department, who say the handbook's on order. All I can get out of them is that they're experiencing problems with Citroen themselves. What would you advise as my next step?

Threaten to return the car for a full cash refund if they cannot supply a handbook because you cannot "reasonably" be expected to operate the car without it. They will then give you a handbook from another Berlingo they have in stock.
