Would an Ex motability car be under finance?

We're currently looking at buying a car and did a check on the car and there is a creditor who still has an interest in the car. We've called that creditor and they have confirmed they still have an interest in the vehicle.

The dealer is saying it is an ex motability vehicle but I thought motability was a government scheme and wouldn't require finance. Is it possible for an ex motability vehicle to be under a finance agreement?

No. Motability Finance is a finance company that takes government Mobility allowances from disabled people in exchange for supplying them with cars. The question is, did this creditor supply credit to Motability Finance, in which case there should be no problem clearing the debt? Or is someone else claiming an interest, such as a 'Logbook Loan' type Chattel Mortgage provider? Further investigation may reveal that a previous user mortgaged the car even though he didn't own it.
