Should I buy a car with poor brakes?

I have just viewed a used (2008 model) Citroen C5 which was great apart from the brakes, which needed constant pumping to operate.

The car has had a brakes service and bleed, but the problem still exists. The dealer and the servicing garage insist the brakes are ok, but I'm not so sure. There are no visible leaks in the system. What is likely to be wrong?

Why buy problems? Seriously. And if it's Hydractiv 3 then the suspension and brake hydraulics are linked. You don't have to have this car, so the best thing to do is find something else that doesn't have an obvious problem.
