I have received parking fines because my parking permit fell off the windscreen - can I appeal?

I returned to my car after leaving it in a residents' permit bay (Westminster) to find three parking tickets issued because the permit attached to the windscreen had fallen off onto the front passenger seat. Even though it had fallen it was still clearly visible, especially as the warden could not fail to spot it as he placed the tickets (for three consecutive days) under the windscreen. The tickets had each been issued by the same attendant. I have approx. 10 days before the 14-day expiration to pay £60 instead of £120. Can I appeal? I have two independent witnesses who will verify the permit was clearly visible on the seat. Should I pay the reduced amount of £60 each ticket first, then appeal? What is my best approach?

The point is to raise fines income, not to help you.
