Why does my Renault Clio cut out when I stop at a junction?

Why does my 2005 Renault Clio cut out when I stop at a junction? It only occurs just after starting and after the car has been stood over night. Once I restart it it's okay.

Because the idle control valve is not working properly when the engine is cold. Or because the cold running enrichment function is not working at all.
