Why won't my Volkswagen Polo start?

My 2000 plate Volkswagen Polo is struggling to start. It sounds and feels like a flat battery, but I have replaced it and the problem persists. Any ideas?

Could be the starter motor. Could be a damaged flywheel starter ring.
