Is the dealer breaking FSA rules?

We have toady picked up our new Mazda MX-5, purchased on PCP. I expected to deal with the salesperson for the majority of handover, but complete the finance agreement with a finance specialist. I thought this was the norm now as I understood that the documents had to be explained by an FSA certified person.

However, the dealer didn't do this and the salesperson was unable to provide answers to some of my questions. Was the dealership wrong to do this, is there regulation around who can take you through the finance agreements?
