Do I have to pay this Italian speeding fine?

In September 2012 I had a 10 day holiday in Italy. I had a rented Audi A3 from Hertz. I have just received (after 18 months) a notice of a speeding fine (approx. £200).

There was no notice at the time, it appears to be based on a Camera speeding control. Hertz cannot confirm to me the reg number of the vehicle I had rented, so my questions are:

Can the Italian police legally serve a speeding fine notice 18 months after the event? Date of offence is 17/9/2012, date of notification letter is 14th March 2014.

If Hertz cannot confirm that the car being charged is the one they rented to me, how can I check if this is a correct speeding charge (i.e. prove that it was me)?

1) Yes. Not the same as the UK and anyway they served it on the rental company before you.
2) Demand documentation to prove that the car reg on the ticket was the one you hired. Without that proof, refuse absolutely to pay anything at all. (You may have a photo of the car with the reg in the background of a holiday snap, or may even have the rental documents somewhere.)
