Parking tickets - do I still have to pay if I can't identify the driver?

I am the registered keeper of a vehicle that’s used by several family members. I have just received a parking notice for stopping on a private road close to the local airport; however, the incident took place 111 days before the notice was actually received by me, which seems an excessive period of time. Does this affect my liability as I have taken steps to identify the driver, but no-one is owning up to driving the car at the time/date of the incident.
