What can I do about a parking charge issued by Excel Parking Services?

I know you have written many times regarding private parking charges. My wife recently stopped on the Imperial War Museum North car park and remained in the vehicle while her passengers went to make some purchases in the museum shop. She has received a "Parking Charge Notice" from Excel Parking Services that states the vehicle was "parked" for 18 mins. They are requesting payment of £60 or £100 if not paid within 14 days. Can you remind me how to deal with this outrage?

See: www.honestjohn.co.uk/faq/private-parking-penalties/. If they dismiss your first appeal, and if POPLA also dismisses your appeal, challenge them to take you to court for the payment. I can almost guarantee that they won't because there is a 9:1 chance that the judge would chuck the case out of court and even fine them for wasting his time
