Why are so many cars suffering coil spring failures?

My daughter's 2006 Citroen C2 has just had a second suspension coil spring fitted. I was interested when the repair garage said this was number 20 this week, not dependent on the make of the car. Tended to be smaller cars, though. This perhaps is a common manufacturer who is making a poor quality product or a design fault. What trade body with some authority should provide oversight of this type of problem?

Very common with all European badged, European built models. Not common with Far Eastern brands, whether built in the Far East or in Europe, despite having to ride the same potholes and speed humps. I guess that the Trade Body to look into this is the EC.
