Should the cam belt have been changed before we bought our used Audi TT?

My son purchased a 2007 Audi TT from an Audi dealer four weeks ago. It has 20,000 miles and is an ex-demo with one previous owner. He has today received a card from the service department telling him the cam belt is due for renewal at 75,000 miles or five years. As this is recommended by Audi, should he expect the Audi dealer to replace free of charge?

Yes. It's very wrong to sell him a car without doing this, then attempt to charge him for the job four weeks later. Tell them they can do the job (properly) for nothing, or have the car back and give him his money back because the car was sold with a fault, rendering the dealer liable as in the Supreme Court ruling Clegg v Olle Anderson (trading as Nordic Marine) 2003.

Update: The dealer later capitulated.
