Why is VOSA not interested in faulty horns on Vauxhall Astras?

On 15 April 2011 I purchased, for my wife's use, a 2007 Astra Club 1.4 Estate from a local garage with only 15,813 miles on the clock. We like the car, but a month or so after we bought it the horn began to work intermittently. The local garage got it going again but said there was a fix on it that could be done free by the local main dealer. We took it to them where they fitted a clip and said that should fix it but if we had any more trouble bring it back again. It worked alright until about a month ago when it started to play up again, so I took it back, but now they say they won't fix it as a recall and that I must pay for a new circuit board at £95 plus £50 labour to fit it, and only they can do it because of the security codes.

The internet is full of problem horns on Astras. It is clearly a very common and well known manufacturing fault. You suggested that because it is safety related I should get in touch with VOSA. I did and was told that they were well aware of this fault, but did not regard a malfunctioning hooter as a safety issue.

Which' magazine is taking up the matter of VOSA failing to issue vehicle safety recalls when there appears to be a good case for them.
