Where's the best place to get insurance for a young driver with a cancelled policy?

My 18 year old stepson has had his insurance void/cancelled because he failed to notify the insurance company of modifications to his car. He is now looking to insure a new vehicle and must declare this fact on the application. As you would imagine, it’s causing a problem as there doesn't appear to be many companies who will provide insurance. What should he do?
