Sticking handbrake on nearly new car - should the dealer pay to fix it?

The handbrake on my daughter’s Volkswagen Polo has started to stick. The car is only 18 months old and the local dealer has said it’s caused by a build-up of brake dust in the handbrake system. The dealer has offered to perform an airline clean of the handbrake system, but want £69 to cover the cost.

Should she have to pay? It sounds like a design problem to me and should not therefore result in extra cost.

This should be done under warranty but VW dealers are all independent and some of them resists warranty claims that could affect their bottom line.
