Van permanently parked outside - how can I get it moved?

For the last eight weeks an old, tatty Ford Transit has been parked outside my next door neighbours' house. It hasn't moved for over eight weeks since the driver, who doesn't live in our road but used to drive the van daily, acquired a brand new car.

The van is currently taxed but the police say that the van is not registered on their computers. They referred us to the council which says that there is nothing it can do. Is there anything that we can do about this nuisance?

If it is not parked illegally and if it is not itself illegal by being correctly taxed, MOT'd and insured, then there is not much you can do. But have a look underneath to see of there are any oil or fuel leaks. If there are, that would be enough to constitute a health hazard and would be grounds to demand the council remove it to a safe place.
