How can I check whether finance is owed on a car?

Can you tell me how I find out if there is any finance outstanding on a car I am thinking of buying?

If a ‘Logbook Loan’ has been take out on it and this has not been registered, you can't find out. It's a scandal that has not been addressed by the government. If it's on HP, a lease or a PCP you can find out with an HPI check.
