Why don't car drivers dip their headlights for cyclists and even pedestrians?

Twice recently you have published letters complaining about drivers being dazzled by cyclists. Whilst not disagreeing with the opinions, nor excusing the behaviour of the cyclists, I find this ironic. I estimate that less than a quarter of drivers dip their headlights for oncoming cyclists. I also suggest that being dazzled by a cycle light, however powerful, does not compare to being dazzled by a car's full beam. When driving on country roads I also dip for pedestrians. It's called good manners.
