Should I declare my winter tyres to my insurer?

I'm unclear if I should tell insurers that I have fitted winter tyres to my Skoda. The tyres are exactly the same size as the summer tyres and were supplied and fitted to new wheels by our local Skoda dealer. Is this a modification that should be declared? I see from the article that the ABI has agreed that no additional premiums will be charged thus it can't do any harm telling them, but do I have to?

There's a news item about this here: www.honestjohn.co.uk/news/legal--motoring-advice/2.../

It was I who created the fuss that led to the ABI policy statement.
