What weight figure is accurate?

I was looking at the brochure for the new Peugeot 208 and noticed that the kerb weight of a 1.2 VTI is 975kg, however its mass in service is 1,168kg, a difference of 193kg. What accounts for this extra weight? Further I looked in a well known car magazine which weighed the same vehicle at 1,080 kg. Different again. I just can't work out what this car really weighs.

Some figures include a full tank of fuel; some include fuel and driver.
