Parking fine

Today I received a fine from Vehicle control Services for £60,I stopped my car on the main road out of Liverpool airport (first ever visit) to answer my mobile phone.

Photos show me stationary with footbrake lights on,I was stationary for no more than five minutes probably less. A few signs on road going in saying no stopping but non as I could see leaving especially as it was dark. Didn't want to use phone whilst driving so I stopped.

This is surely an illegal way of ripping me off.It had already cost me £6 for a short time parking (around fifteen minutes whilst I took my son inside to catch his plane. Can you suggest a course of action regarding this exhorbitant fine.

I don't think there's a way out of this because it's a "decriminalised traffic offence" rather than a parking charge notice. Same applies to Luton airport, and I guess many other airports.
