Alarming cracking noise in my Honda Civic

I have a peculiar noise directly in front of the driver in my Honda Civic. I can only describe it as 'glass cracking'. It only occurs in cold weather and is not a rattle. My Honda dealer has had several attempts to fix it by inserting padding in the dashboard.

All attempts have failed. Does anyone have any bright ideas? I think the windscreen is not bonded in properly. The noise is such that my wife now says she will not travel in the car until it is fixed.

Not something I have ever heard of before. I don't know if replacing the screen will fix it, but that is an expensive, drastic solution.
