Parking - can I be charged for the same offence twice?

Last week, I had to park outside my works car park on the road, and had to leave two wheels on the pavement. When I returned to my car, there was a parking ticket on my windscreen, which had been timed at 11.56am.

I sent a cheque the next day. Two days later, I received a penalty charge notice in the post. I ignored this, assuming it was just a postal confirmation of the ticket I'd already paid. Unfortunately it wasn't – it was another penalty charge notice, timed at 9.45am.

The civil enforcement officer's number is not given on the postal PCN, so I presume the following CEO was a different person, and did not know I'd already been ticketed. Is this legal?

I have now received a Charge Certificate in respect of the penalty I have not paid. Should I appeal this charge, or pay this charge and appeal against the one I've already paid?

Yes. You cannot be charged twice for the same parking offence.
