Car keys stolen from house

My parents house was recently burgled and the car keys taken.

The car was in the garage and no attempt has been made to steal it but it is obviously vulnerable.

The local Ford dealer will change the locks for about £400 but who pays? My folks, the house insurance or the car insurance?

Because the car was not stolen but the keys were, then the house insurance will pay for replacement of the keys but not replacement of the car locks.
