Buying a car that was previously clocked?

A local used car dealer has a 2009 59 Volvo for sale in lovely condition.

He has told me that it was stolen from his pitch 8 months ago at 20,000m but turned up in Kent at the end of December (someone had bought it in good faith last October) but with a much lower mileage.

Apparently it was clocked back to 10,000m and now shows 14,000m.

He recovered it from Kent police and is again offering it for sale. He says that it should read about 25000m or so. What is a fair reduction in price to pay for that?

Similar genuine models are being advertised for up to £25,000.
