What precautions can be taken against whiplash claim scammers and accident management companies?

I have been following your correspondence concerning "Claims Management" and whiplash scams. Can you give advice what to do at the time of an incident, please? Is it possible to deter the other party from using claims management? What should one do at the time of the incident to head off the whiplash scam?
