Why must I contribute to the repair of a faulty ABS pump on my Volkswagen Touran?

We have a Touran just four years old - mileage 28,296. The car was bought by us new from a Volkswagen dealer and has been serviced by that dealer as necessary. Last week the ESP light came on so we took the car to the dealer immediately, who told us the ABS pump would have to be replaced. Later that same day we received a phone call from the dealership who said they had spoken to Volkswagen on our behalf and they had agreed to pay 50 per cent towards the cost of replacement because of our servicing record. Today, we have had the ABS pump replaced and we have paid to the dealership £662.88 and I feel that if this is a known fault then surely we should not have to pay anything - they should have recalled the Tourans.

This job has been done virtually at cost, with only a small profit to Volkswagen and to the dealer. It would have cost almost as much to have it fixed independently via www.ecutesting.co.uk. Had the car been between three and four years old and regularly serviced at a Volkswagen dealer, the repair would probably have been free of charge. At time of writing VOSA had not issued a safety recall, but increasing reader reports of ‘free’ repairs leads me to believe that VOSA has been putting pressure on VAG.
