Nissan Micra power steering problem

The red warning light for the power steering on my K12 2004 Nissan Micra is on all the time.

Has been spasmodic over past year or so. Nissan garage suspects that a complete system may be required at cost of about £1800 and two hours labour and VAT.

As the car is a 54 plate and only worth about £2300, so spending this amount is not worth it.

The MOT is due in July. Is it safe and legal to drive the car? I only cover about 1000 miles a year. Will I get truckers biceps?
