Removing the bulb from a Xsara headlight

Need to change o/s/f sidelight bulb but cant get access to it? If the headlamp has to come of for access the bumper will need to be removed. Surely there must be an easier way?

It would appear that, silly as it sounds, the bumper has to be removed to gain access.
Would suggest that all bulbs are changed if this is the case.
