Replacement Yaris keys

I have a 2001 Toyota Yaris. When I bought it it only had 1 key (the previous owner lost the others). When I went to my local Toyota dealership they told me that I didn't have the master key so there was no way for them to create a spare key for my car.

Is this correct? How can I get a spare key? All he said they could do was replace the entire locking system, which is far too expensive for me. (My key is black without any buttons, they told me the master key would be black with buttons.)
