Parking Fines

I Parked on car park which serves a number of shops and is free for 2 hrs,I walked off the car park to a shop round the corner and after 30min returned and visited two of the shops on sight. On returning to my car I had been issued with a ticket by central ticketing for an excess charge of £100 because I had walked off the car park. There was no shortage of spaces so I consider the fine to be unjustified and extortionate. Would you advise offering a nominal sum or completely ignoring it?

You breached the terms of the parking contract. But you could not have known that unless the terms were adequately displayed. So it boils down to whether they were or weren't, because if they weren't there was no contract for you to breach.
