Foot-wrath

Can you tell me whether it is legal to park with nearside wheels on the footpath or verge? I have always understood it was a No-No based on a fine to member of my family many years ago in Birmingham. Now I find that here in Bath it has become the norm and I think I'll join them if it will save the odd wing mirror and there is no risk of being fined for obstructing part of the footpath. Of course it helps to have tyres of more than 60 profile.

Vexed question. It is illegal to drive on the footway, and illegal to park a heavy vehicle on the footway. But how do you get a light vehicle such as a car onto the footway without driving it there? Basically, it's a rule that isn't always enforced because otherwise there would be nowhere for residents of many older streets to park their cars.
