Blindingly obvious

I have often wondered why there is so much fuss and even legislation concerning low down fog lights. They are well below eye level, pointing downwards towards the road and do not dazzle oncoming motorists at all. I prefer to face these rather than some dipped headlights.

Absolutely right. Daytime Running Lights will become compulsory build (though not compulsory use) on all cars sold within the EC from next year. Foglights make a much better substitute for older cars than dipped headlights, particularly than dipped Xenon headlights because they give clear warning of an approaching car without distracting or blinding other drivers as dipped Xenons can easily do.
