Hi all

I have held a full, clean driving license for more than 9 years.

I got a fixed penalty earlier in the year for speeding with a fine and 3 points. Because I had not changed my licence address, I only realised about the fixed penalty a couple of months later (and the fine was increased along with some red letters asking for the fine!).

The fine has now been paid but because I took too long to send back the licence to the dvla (so they could add the endorsement), they have now issued a letter saying that my licence has been revoked and I need to send it back immediately.

Curiously, the letter also states that I am allowed to drive for 12 months after it has been revoked - how does this work with insurance, etc???

More importantly, what is the process for getting my licence re-instated? Is it merely a case of applying to the dvla for renewal (using a D1 form?). Would they then just send me a new licence with the endorsement added and I will be fine to drive?

All advice and help would be greatly appreciated, thanks!

Stu, do you have the old-style paper licence or the new photocard one?

If it's the old type, the reason it's been revoked is that you will need to apply for the new type.

BTW, you were lucky to escape without an additional penalty for failing to notify change of address.

i have the old-style paper licence, which does need replacing...

however, they are stating the reason for revoking as the length of time i have taken to send the licence back to add on the endorsement.

i'm just hoping that a renewal is all that is needed to "re-instate" the licence from this revoked state! i would appeal but this seems like a much more time-taking option!

i never really thought about the change of address as a big deal but now realise that it is punishable!

so do i just need to send off a D1 form?

Agree with that. For all the bad press they get, some of their staff will go a long way out of their way to help you.

call the DVLA? You'll get a quick straight answer.

You could have got a big fine for not changing address and it's a free way of getting the new style licence.

Please keep us updated. As far as I was concerned a 'Revoked Licence' meant that you had no licence from the time it was revoked until the time it was re-instated.
On that basis you could have your car seized under 165 of the Road Traffic Act.

newly passed drivers who get 6 points in the first 2 years have their license revoked. Someone via the totting up process will be banned for a period.

A learner with revoked license needs to apply for a provisional license and then pass theory and practical test. The word revoked does seem clear. But you say they tell you can still drive????

You have to call ASAP the DVLA and maybe not drive in the meantime.

Another tought (as revoked to me means lose entitlement to)... did you have entitlement to car and motorcycle and you've lost the car bit until a retest? I know an odd thought but revoked to me equals going back to learner/provisional status and original poster mentions being able to drive still.

If he's not allowed to drive and got caught then that is a serious offence.

EDIT: You sure it's not revoked FOR 12 months?

The OP's post on moneyexpert.com also tell him to call the DVLA and not drive in the meantime. I still think revoked = no license.

But I have found a similar post that suggests your license is revoked and thus void and you need to apply for it again (no tests needed) paying the fee for applying. £45 I think for a license after it is revoked... same as a new license.

In the meantime you have no license and if stopped.... phone 'em. Don't drive in the meantime.

What will make it more long winded is you also need form D750 etc. due to the need for a photo license - someone needs to vouch for your ID. Can be easier by applying online IF you have a new passport fairly recently. They can even use the photo from the identity/passport service.

Lesson to all... change the address. Then again the original poster could have had a fine of upto £1000 in theory for not changing his address so he may have got off lightly.

IMO this is because it does not have the correct address and needs to be reissued but as a new plastic type. ( as Harleyman posted)

IMO you are still entitled to drive for up to 12 months pending you obtaining a new type plastic licence.

As others have said, give them a call ASAP. I too have always found them most helpful.
They will probably point you to their site and advise what form to use.
I believe you will be all sorted out very quickly and be back on the road knowing you are all legal.

I will add that using paper forms it will be D1 for a license renewal and D750 for the photo ID part. If you apply online and have a fairly new passport (not necessarily one with a chip in it) then the DVLA with your authority can use the photo and Id checks from that.

thanks to everyone for their comments so far...


spoke to the dvla - pretty positive really:

1) i need to apply for a change of address
2) once they have received this application and my old paper license, the inital application will get denied and sent to the courts' department to close off the endorsement side of things.
3) my licence should then get renewed with change of address and i should be sent a new photocard licence (could take up to 6 weeks in total because the courts' department is so busy with revokcations!)
4) it will cost me nothing!! (as it counts as a change of address!!)

if it turns out like this, then i will feel i have got off very lightly and will be relieved!


now a question, re: insurance...

i don't currently have insurance (i was driving a company car previously).
however, i have just bought a new car (before knowing about the revoked licence) and need to try and get the car insured. the dvla have said "you currently have a revoked licence but are covered to drive for a grace period of 12 months" (pending renewing the licence one way or the other, i guess)

the question is, will i be able to get insurance with anyone whilst i technically have a revoked licence (although i am still allowed to drive). my impatient head wants to get insurance asap so i can drive my new car!! however, am i better to wait until the licence is renewed? are there any companies who would specialise in this sort of situation?

If IIRC in the past several of my policies have said

'provided the person driving holds a licence to drive the vehicle or has held and is not disqualified from holding or obtaining such a licence' (or very similar words).

This presumably meant that if your licence had not been renewed due to an oversight or technical reason they could not renege on cover.

Doesn't all this depend on the address on the logbook/V5 rather than a driving license??

What I cannot understand is that a Endorseable FPN is conditional on the fact that the Licence is handed in along with the fine (£60) to Mags Clerks Office. If it is not within 28 days the FPN is made null and void and a Court appearance is arranged. If Plod gives one at the roadside with no Licence produced at the time then Provisional FPN issued and Licence to be produced within 7 days and when it is it is taken into the possession of Police for forwarding to CPU. If not produced then Prov FPN cancelled and Court arranged.

Under these circumstances I cannot understand how the fine has been registered as such with Mags Court where unpaid because of the DL aspect and which can occur with a Non endorseable FPM if not paid.

I cannot understand how DVLA have written about the non produced Licence as I understand the FPN fine is sent to the Magistrates Clerks Office along with the Driving Licence for endorsement which under the RT Offenders Act 88 can be done by Mags Clerk and Licence returned. They then inform DVLA of points added.

I cannot understand why Mags Clerks did not write back about non receipt of Licence when they got the fine.

I cannot understand the letter from DVLA which states the Licence revoked (which puts a person back to applying for Prov Licence to drive and all that entails), yet they state it is Ok to drive for 12 months.

Maybe I have indulged too much over the festive season and the grey matter is coddled. Hope to understand more in the new year when I dry out.......

It is interesting to note that a revocation of a licence is not the same as disqualification from holding a license. You could say the first is like a suspension whereas the second is like a cancellation. If a new driver has his licence revoked, he can apply immediately for a new provisional and start driving again straight away, whereas if you are disqualified, you must wait until the disqualification period is up before you can reapply.

My son learned of his licence revocation from a Police officer as he pulled up outside his home in my car. He was included on my policy as a named driver, but the police officer reasoned that as his licence was revoked, his insurance would be void and he promptly impounded my vehicle. The officer failed to allow my son to contact me, and as I am the policy holder and MY insurance was not affected by my son?s revocation, there was still valid insurance on the vehicle. It could have remained safely and legally at the kerbside. We shall be using that quote as a defence to his driving without a licence in court ? a friend and I discovered this technicality when he, as a new driver got his licence revoked, and our assertion that he was still insured caused the prosecution to drop the charges in court just before his hearing ? the case was North Wales Police vs Chris Meyler , Mold Magistrates Court, Mold, Flintshire, approx Aug 2008 (this was only a decision taken by the prosecution, not a law decision made by the court, so I don?t think it can be stated as a legal precedent

Hi everyone,
My full uk driving licence was revoked due to medical grounds, i am a diabetic controlled by insulin but i am blind in one eye due to the diabetes, my licence was revoked back in 2000 but DVLA stated that my licence would be valid for ten years, my doctors said it would be very unlikely i would get my licence back but it has been 9 years now since i lost my driving licence and right eye, so i am going to try and apply back for the licence.
On the occasions i have applied for my licence a few year ago, i had to hav my sight tested with the peripheral testing field vision testing.
Does anyone have any advice on how i go about getting or trying to get my licence back.
i have good sight in my left eye.

I suspect it is a common fallacy that we need two eyes to judge distance. Certainly it helps, but I think our ability to make a sensible resolution of anything we see ultimately comes down to the accumulation of remembered experience.

Try closing one eye, and it doesn't take long to get pretty good at doing the traditional touching the nose trick or picking up a cup.

Being of an effective monocular disposition since 1972 (age 25), however I have had little difficulty in playing cricket, tennis, table tennis and football since then, altho with decreasing frequency with age!. When you lose one eye the other compansates takes over, the law states on vision to drive is as follows The distance to number plate reading plus a field vision of 120 degress on the horrizon which i am able to see completely.
DVLA sends patients with my type of vision for a field vision test at a hospital or a opticans, they test the field vision on a machine which calculates the distance and field of a persons vision, it is very accurate but it is very strict in its results a person taking the test has to pass.
