these suffer from vacuam leaks, do a check on all the very small pipes that run from the vac pump to two valves then onto another then on to the turbo they usually split where they change from plastic pipes to rubber ends where they push on the valves, they also suffer from the valves not working/leaking but at £100 each they are an exspensive guess

The only time I ever had this problem it was a split throttle cable outer.Terrified me for weeks untill i sussed it.Obvious but something you don't think of.

The air filter drain tube mod should already be fitted on that year.

If it's really limited to 3000 revs, then it's possible that the exhaust has blocked - everything else should bring the spanner light on.

The spanner light isn't the service light. The service light is in fact a 'InSP' message that appears in the odometer display one week or 300 miles before a service is due.

The spanner light is in fact (to quote from the users handbook) an engine electronics, auto transmission, or immobiliser fault light.

As the car starts, you can dismiss the fault as being with the immobiliser.
If you've manual transmission, you can also dimiss this.

That leaves the engine electronics as the problem. Ultimately you should get the fault code read out to determine what the problem is.
