Congestion-exempt large car query!

I live a few streets outside the boundary for the newly reduced congestion zone in central London. Two of my four children go to school in the congestion zone. I don't fancy paying £9 every time I want to pick them up. What is my best bet for a congestion-exempt car that will carry my four children, all their bags and a couple of their friends? I don't want to spend much at all as we will keep our usual car for all uses other than the school run.
