Creating a seen
Does hi-vis clothing have to be a jacket with sleeves or is a waistcoat OK in France?

A waistcoat or 'tabard' is okay. But, of course, a waterproof hi-vis jacket has a dual purpose. It keeps your clothes clean and the rain off as well as keeping you alive.
