Does the engine need to be on when checking power steering fluid level?
Must the engine be running while checking power steering oil level?

The engine should be off when checking the power steering fluid level, but the fluid itself should be warm, so you should run the engine for a few minutes and turn the steering wheel before switching off, or perform the check after having driven the car.
