When are personalised number plates made available from the DVLA?

When is it possible to buy or reserve ##11 ### plates directly from DVLA, and why do I see them advertised for sale already?

The DVLA periodically releases batches of plates. Go to www.dvla.gov.uk. Dealers buy them and advertise them at a profit, or simply advertise them at a profit, then buy them at the DVLA price.
